Summary of the contracting process

Leeds City Council has undertaken a direct award procurement process for the "Provision of support and personal day care Services for People living with Dementia." This contract falls under the industry category of health and social work services and is located in the north-east of Leeds, United Kingdom. The procurement is currently at the award stage, with Methodist Homes (MHA) named as the supplier. The contract is valued at £928,950.00 and covers a period from 1st July 2026 to 30th June 2027, with the potential for renewals up to 48 months. According to the council, the direct award was justified due to the absence of competition for technical reasons, specifically related to the suitability and location of the premises, as well as feedback received during unpaid carer consultations. A key milestone is scheduled for the 26th of June 2026, which marks a future signature date.

This tender presents significant opportunities for businesses operating within the dementia care sector, particularly those experienced in providing personalised day care services and enhancing the quality of life for individuals and their carers. Companies like Methodist Homes that have a track record of managing facilities specifically designed to meet the needs of dementia patients are well-suited to compete in such procurement processes. Additionally, businesses with expertise in building community ties through centred-care personnel and those looking to secure long-term government partnerships in community health services will find favourable growth prospects.

Notice Title

Provision of support and personal day care Services for People living with Dementia

Notice Description

The aim of the service is to support people with dementia to live independently by providing a day care service which: reduces social isolation; provides activity & occupation in a person-centred and meaningful way for each individual; acts as a "gateway" to further support; improves health and wellbeing; and offers a break for unpaid family / other carers. It will thereby improve the quality of life for the individuals and carers.

Procurement Information

Pursuant to section 41 of the Procurement Act 2023, the Council may directly award a contract where a relevant direct award justification applies. The direct award justifications are set out in Schedule 5 of the Procurement Act. In this instance, the Council relies upon Paragraph 6 of Schedule 5, which states that: The following conditions are met in relation to the public contract-- (a) due to an absence of competition for technical reasons, only a particular supplier can supply the goods, services or works required, and (b) there are no reasonable alternatives to those goods, services or works. The Council is satisfied that the provisions set out above have been met for the following reasons: It is clear from the unpaid carer consultation responses, enclosed at Appendix 2, that the service required is this specific service at Bay Tree Resource Centre, and not a day care service at different premises. The evidence for this includes the importance of the environment and space considerations at the premises, and the adverse impact of a change of premises. This rationale - for continuing with the same provider, at the premises that the provider owns, and built using their own fundraising - is aligned to the rationale for sustaining the service and not asking people to move to a Council Complex Needs Centre. It is not considered reasonable to offer alternatives to this service, given the consultation responses. Additional technical difficulties include the lack of availability of other purpose-built premises in the north-east Leeds area; and the costs involved in design and build (which would be considerably more that PS800K at current prices).
