Summary of the contracting process

South West London and St George’s Mental Health NHS Trust procured a Forensic Step-down Supported Living Service, a specialist health and rehabilitation service for adults ready to move on from low- or medium-secure mental health services but still needing forensic-informed rehabilitation, support and risk management. The service provides a structured pathway through high-support and low-support accommodation, comprising 18 units. It is a new service and a new provider arrangement replacing existing arrangements. The work is commissioned by the Trust in London. The main category is health services (CPV 85100000). The requirement combines supported accommodation with specialist care, rehabilitation, tenancy sustainment, housing management, risk management and support for progression towards move-on.

The procurement has reached award and contract stage. It used an open procedure under the competitive Provider Selection Regime process. Three bids were received, and Look Ahead Care and Support Limited was selected as the supplier following evaluation and moderation. The award date was 3 July 2026 and the contract was signed on 29 July 2026. The signed contract value is £5,319,958.35. The intended five-year contract runs from 4 January 2027 to 4 January 2032, with options for two further 12-month extensions. Evaluation weighted the technical response at 85% and the commercial response at 15%. Technical criteria included service delivery, knowledge and skills, support delivery, transition and move-on, partnership working, mobilisation, quality assurance, risk management, tenancy sustainment and social value/net zero.

This award indicates demand for providers able to operate specialist forensic-informed supported living rather than general accommodation-based support. A credible future competitor would need to demonstrate safe rehabilitation for adults leaving secure mental health services, structured high- and low-support pathways, and the ability to manage clinical and operational risk. Relevant capability includes tenancy sustainment and housing management, transition and move-on planning, mobilisation of a new service, quality assurance, partnership working and effective support delivery. Strong knowledge and skills, robust risk-management arrangements and evidence of social value or net-zero delivery would be important. The requirement is suited to an established care and support organisation with sufficient capacity to manage 18 accommodation units and deliver a new service model for an NHS mental health trust.
