Provision of Planning Pipeline Data
Notice Description
MHCLG is looking to appoint a supplier of high-quality local planning data. From a functional perspective, the supplier is required to deliver an end-to-end data service covering the collection, enhancement, management, and provision of planning application and development pipeline data across England. This includes gathering site-level data from Local Planning Authorities or third-party sources, enriching it with additional intelligence on development progress, and maintaining accurate records throughout the lifecycle of each site-from application through to construction and completion. A key requirement is the provision of multiple data outputs, including an initial full dataset, monthly updates capturing changes and new entries, quarterly analytical reports, and historical datasets extending as far back as possible. The supplier must also provide API access to enable continuous data updates and integration with the Authority's systems, alongside supporting documentation such as a detailed data glossary and metadata definitions. Additionally, the supplier must support ad hoc analytical queries to meet urgent policy or ministerial needs. Suppliers must ensure that all data provided is accurate, validated, and fit for purpose, with clearly documented methodologies and consistent application of definitions. Data completeness and quality are emphasised as central to the contract, with obligations to notify and resolve any quality issues within agreed timeframes. It is critical that the supplier must meet delivery schedules, such as providing monthly datasets and reports on agreed dates and ensuring that outputs remain current and reflective of real-world data. The supplier must also demonstrate robust data management practices, including secure storage, GDPR compliance, and appropriate use of IT systems. The outputs / deliverables for this proposed contract are as follows: Planning pipeline dataset covering current residential and mixed-use sites in the planning system. Monthly dataset updates showing site progressions, new entries, and re-permissions. Monthly change report summarising updates to the dataset. Quarterly planning figures/reports on residential permissions, by region and site size. Historical planning/development dataset going back as far as available. Polygonised site data/boundary files to support accurate site mapping. Local Planning Authority 5-year land supply views, including historical series. Data glossary / documentation covering variables, definitions, codes, and metadata. Structured data access via API (including setup support and rate-limit details). Responses to ad hoc analysis queries from the Authority.
Planning Information
Additional Information MHCLG will be hosting an online event via Microsoft Teams to provide further detail on the requirements and to obtain market feedback, in particular to the questions below. The event is due to be held on Monday 15th June 2026 at 12 noon. Further information will be shared in advance of the event for those who express an interest and/or register to attend. To register for this event, please respond via commercialtenders@communities.gov.uk with the name and email address of the attendees. The deadline for the receipt of expressions of interest/registrations is Wednesday 10th June 2026 at 17:00 hours. A Microsoft Teams Meeting Invitation will be sent directly to the nominated attendees email address by close of business on Friday 12 June 2026. The purpose of the event is to allow MHCLG to understand the capacity and appetite of the market to deliver the various elements of this service and receive feedback about the proposed requirements. It will also be an opportunity for suppliers to raise any clarification questions. Supplier's Response The supplier is invited to respond to the following: Q1 Based on the information in this document, do you have the capacity to deliver this project? Q2 Is this project deliverable in the timeframe proposed? Q3 Are the Authority's goals, desired outcomes and/or requirements clear? If they are not clear, please indicate which area? Q4 What, if anything, do you believe you need further information on in order to effectively submit a tender? Q5 Is there anything here which is irrelevant, outdated or unnecessary? Q6 What are the most appropriate Social Value Themes, Policy Outcomes Criteria, Reporting Metrics and weightings for this requirement? Please elaborate on your reasons why and make suggestions from the model that could be applied and why these would be relevant. Q7 What would the indicative cost be for this piece of work? Q8 What do you believe are the key risks that need to be considered in relation to this project? Q9 Would you plan to subcontract this project and if so what %? Queries relating to this document All requests for clarification (e.g. clarification question) about the requirements or the process shall be made in accordance with the instructions below. Failure to do so may result in the clarification question not being answered. MHCLG will endeavour to answer all questions as quickly as possible but cannot guarantee a minimum response time. Potential Suppliers may raise questions or seek clarification regarding any aspect of this document at any time prior to the clarification deadline, which is 17:00 hours on Wednesday 17 June 2026. Questions must be submitted via email to CommercialTenders@communities.gov.uk. In order to ensure equality of treatment of suppliers, MHCLG intends to publish the questions and clarifications raised by suppliers together with MHCLG's responses to all participants on a regular basis. The questions and responses will not identify the originator of the question. Suppliers should indicate if a query is of a commercially sensitive nature where it is considered that a disclosure of such query and the answer would or would likely prejudice its commercial interests. If the supplier has indicated 'no' to disclosing the information, and MHCLG at its sole discretion, does not consider the query to be of a commercially confidential nature or one for which all suppliers would potentially benefit from seeing both the query and MHCLG's response, MHCLG will: ● invite the supplier submitting the query to either declassify the query and allow the query along with MHCLG's response to be circulated to all suppliers; or ● will remove any commercially sensitive information therefore making the query/ response a general query before issuing; or ● request the supplier, if it still considers the query to be of a commercially confidential nature, to withdraw the query. General terms of participation The supplier's response must be submitted in the form specified within this document; it must be submitted via an electronic copy and received by the response deadline indicated on the header page of this document. Failure to do so may render the response non-compliant and it may be rejected. The supplier's response and any documents accompanying it must be in the English language. The price and any financial data provided must be submitted in, or converted into, pounds sterling. Where official documents include financial data in a foreign currency, a sterling equivalent must be provided. Suppliers may withdraw their response at any time, by sending a notice of withdrawal to MHCLG. Any such notice should be sent electronically via email to CommercialTenders@communities.gov.uk. The supplier's response to this document will assist MHCLG to understand the capacity and capability in the market, and may assist in the refining of their requirements to ensure fair and equal treatment of suppliers. MHCLG will review all responses received to this document but is under no obligation to consider any supplier responses with a view to altering any subsequent related documents e.g. tender documents unless it is deemed relevant to. MHCLG reserves the right to change any information contained within this preliminary market engagement template and potential associated procurement at any time, and suppliers rely upon this document entirely at their own risk. MHCLG reserves the right not to proceed with a competitive tender exercise after this preliminary market engagement or to award any contract. Suppliers are solely responsible for the costs and expenses incurred in connection with the preparation and submission of their response. Under no circumstances will MHCLG, or any of its advisers, be liable for any costs or expenses borne by suppliers or their advisers in this process No down-selection of suppliers will take place as a consequence of any responses or interactions relating to this document. In addition, no information provided by a supplier's in response to this document will be carried forward, used or acknowledged in any way for the purpose of evaluating the supplier should a formal procurement process proceed. MHCLG expects that all responses to this document will be provided by suppliers in good faith to the best of their ability in light of the information available at the time of their response. MHCLG shall maintain commercial confidentiality of all information received as a result of issuing this document. Any information that is subsequently used e.g. to assist in the refining of the tender documentation, will be anonymised. Suppliers must submit a response to this preliminary market engagement exercise no later than 17:00 hours on Tuesday 23 June 2026 via commercialtenders@communities.gov.uk.
