Notice Description

WCC commissions a wide range of consultancy services across its Housing Works, Housing Term Partnering, Corporate property and Regeneration & Development portfolios. These services are currently delivered through a mix of individual procurements, existing frameworks and ad hoc arrangements. The Authority is exploring the establishment of a multi-lot consultancy framework to provide a more structured, efficient, and strategic approach to procuring consultancy services across its estate. This engagement aims to gather insight from the market on capability, capacity, commercial approaches, lotting structures, and innovation, to ensure that any future procurement delivers value for money, high quality outcomes, and long-term sustainability. This Cost estimate is based on a yearly spend of the following, then extrapalated over the longest term of the contract: * Housing General and Housing Repairs and Maintenance - PS23 mil * Corporate Property - PS10mil * Regeneration & Development - PS15mil It is anticipated the Framework will be open and will run for the maximum duration (8 years) with intervals to allow suppliers the opportunity to refresh their offering or allow new suppliers opportunity to work with WCC. This exercise is not a call for competition or pre-qualification exercise. Its purpose is to inform the Authority’s procurement strategy and refine the proposed structure and requirements. Your response is important in helping WCC understand: • The structure and capability of the consultancy market • The most appropriate lotting and procurement approach • Commercial models that would deliver best value • The feasibility of using a framework model and potential benefits • Opportunities to improve delivery through innovation, integration, and collaboration We welcome detailed, honest and constructive feedback based on your experience delivering similar services, particularly within the public sector and ongoing management.
