Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems. The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason: The Council has considered the inclusion of a subcontracting clause and determined that it is not necessary for this procurement. The contract has been structured into five distinct Lots, based on geographic areas and specialist waste streams, to promote accessibility and participation from a broad range of suppliers, including SMEs. This lotting approach reduces delivery complexity and is expected to result in services being largely self-performed by appointed Contractors using their own resources and infrastructure. The risks typically associated with subcontracting are further mitigated through the specification, method statement requirements, and contract management arrangements, which require bidders to demonstrate how they will deliver the services, including the use of any subcontractors where applicable.
