Summary of the contracting process

Transport for London commissioned a feasibility design and options study for gas diversion works needed to enable the proposed Docklands Light Railway Thamesmead Extension. The work covers a desktop assessment of potential diversion and above-ground installation rationalisation requirements where the route intersects Cadent’s high-, intermediate- and medium-pressure gas network, including the Beckton above-ground installation and pressure-reduction infrastructure. The services include options development, engagement with a Cadent-approved design house, initial material take-offs, high-level cost estimates for later phases, and multidisciplinary project management for technical interfaces and third-party stakeholders. This is a utilities services requirement concerning gas-distribution infrastructure in London.

The procurement is complete and the contract was awarded on 3 August 2026 through a direct award under the utilities regime. Cadent Gas Limited was selected as the sole supplier because it is the statutory gas distribution network operator and holds the exclusive legal rights to operate, modify or approve work affecting these assets. The award value is £1,594,000 excluding VAT, or £1,912,000 including VAT. The contract period is 14 August 2026 to 24 February 2027. It was above the applicable threshold and evaluated on the basis that competition was objectively absent because no alternative provider could legally undertake or approve the required activities.

This award indicates demand for specialist gas-network feasibility and interface management linked to major transport infrastructure in London. A credible competitor for comparable work would need experience assessing high-, intermediate- and medium-pressure gas assets, developing diversion and rationalisation options, and producing material take-offs and cost estimates suitable for later design and construction decisions. Relevant capability also includes managing interfaces between a transport programme, a statutory undertaker, approved design houses and other third parties, supported by a multidisciplinary project management team. However, this requirement was awarded directly to Cadent because the work affects assets for which it has exclusive statutory operating, modification and approval rights; suppliers without equivalent legal control would not be positioned to compete for this specific scope.

Notice Title

DLR Thamesmead Extension - Gas Diversion Feasibility Design and Options Study

Notice Description

Contract for the provision of a C3 stage feasibility design and options study for potential gas diversion works required to enable the proposed DLR Thamesmead Extension. The current alignment of the Thamesmead Extension (TEx) route intersects a highly strategic and asset-dense section of Statutory Undertaker Cadent's London Network, comprising high, intermediate and medium-pressure gas mains, alongside key installations including the Beckton Above Ground Installation and associated pressure reduction infrastructure. These assets present one of the most significant technical and programme-critical risks to the TEx programme. This request relates solely to the Feasibility Design and Options Study (C3 Works), This phase will provide a comprehensive desktop -based assessment of all potential diversion and AGI rationalisation requirements aligned to the current TEx design. The scope includes options development, engagement of a Cadent-approved design house, initial material take-off assessments, high level cost estimates for later phases, and mobilisation of a dedicated multi-disciplinary project management team to coordinate technical interfaces and third party stakeholders. The value for this contract is PS1,594,000.

Procurement Information

A Direct Award is required due to the non-contestable nature of the works. As the statutory Gas Distribution Network Operator under the Gas Act 1986, Cadent is the only organisation legally authorised to operate, modify or approve works affecting these assets. Under Procurement Act (PA23) Schedule 5 Clause 5(a)(b), direct awards are permitted where suppliers hold exclusive rights or where competition is objectively absent. No alternative provider can legally undertake or approve the required activities; a direct award is therefore fully compliant and justified.
