Summary of the contracting process

Westminster City Council, in collaboration with the Royal Borough of Kensington and Chelsea, has initiated the planning stage for procuring Learning Disability Volunteering Opportunities Services. This initiative is aimed at crafting high-quality support for adults with learning disabilities or autism who are eligible under the Care Act 2014. The procurement process is currently in the planning stage, with market engagement activities scheduled. Businesses are expected to submit feedback by 23rd June 2026, which will help inform the strategy and specifications for the forthcoming tender, anticipated to commence in summer 2026, with services expected to start in April 2027. The contract duration is set for at least two years with the potential for a one-year extension, adhering to the Procurement Act 2023 under the Light Touch Regime.

This procurement offers considerable opportunities for businesses specialising in social work services, particularly those skilled in supporting volunteering activities for individuals with learning disabilities. The process is likely to suit small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), recognised within the procurement framework. Businesses participating could aid in reducing social isolation, enhancing personal growth through volunteering, and fostering employment engagement in the voluntary sector. With indicative contract values set around £21,320 for RBKC and £24,000 for WCC annually, enterprises will have the chance to tap into a growing market segment and potentially expand their service offerings within the London Boroughs.
