Summary of the contracting process

Southampton City Council commissioned locally delivered sexual health services covering long-acting reversible contraception (LARC) and HIV testing. The services are intended to improve reproductive health outcomes, reduce unintended pregnancies, terminations and teenage conceptions, and improve access for vulnerable groups experiencing health inequalities. They also include increasing awareness of sexually transmitted infection risks, referring people who may be at risk to appropriate services, and identifying previously undiagnosed HIV through enhanced testing of at-risk populations. This is a health and social care services requirement, delivered in Southampton. The buyer is Southampton City Council, with commissioning responsibility held within its Public Health and Commissioning (Community & Wellbeing) sections. The requirement is presented as one service package rather than separate operational lots.

The contract was formally awarded to Southampton Primary Care Limited on 23 June 2026 under Direct Award Process C of the Health Care Services (Provider Selection Regime) Regulations 2023. The contract runs from 1 July 2026 to 31 March 2029, with an option to extend by up to 24 months to 31 March 2031. Its estimated value is £219,000 per annum pro rata, with a maximum estimated lifetime value of £1,040,250 excluding VAT, or £602,250 excluding VAT without the extension. The award followed assessment against access, health inequalities and choice (30%), integration, collaboration and sustainability (22%), quality and innovation (22%), value (16%), and social value (10%). One bid was recorded, and the selected provider was assessed as satisfactorily delivering the existing service and likely to continue doing so.

This procurement indicates recurring demand from Southampton City Council for an integrated community sexual health provider able to deliver both LARC and HIV testing. A credible future competitor would need clinical capability across contraception and HIV testing, experience serving people at increased risk of poor sexual health, and the ability to improve access for vulnerable groups. Providers should be able to demonstrate effective referral pathways for sexually transmitted infection risks, earlier HIV diagnosis, and measurable reductions in health inequalities and unintended pregnancies. The evaluation shows that continuity of satisfactory existing delivery was decisive, while integration, collaboration, service sustainability, quality and innovation carried substantial weight. Social value and delivery within the council’s funding envelope also formed part of the assessment, so bidders would need robust partnership working and cost control.
