Summary of the contracting process

The Northamptonshire Healthcare NHS Foundation Trust has awarded a contract titled "Provision of Hepatitis C Elimination" under the Health Care Services (Provider Selection Regime) regulations 2023. The process used was a Direct Award Process A due to an urgent situation, with the award being completed on 11th June 2026. The healthcare project falls under the services category, specifically health services, located at HMP Lincoln. The procurement method was limited, bypassing the usual call for competition due to unforeseen urgency to ensure continuity of health services. The contract, valued at £15,400.85, was signed on 21st January 2026, with The Hepatitis C Trust as the contracted supplier.

This tender presents an opportunity for businesses operating within the healthcare services sector, specifically those focusing on hepatitis C treatment and public health initiatives. Organisations with experience in urgent service provision, particularly in correctional facilities, stand a significant advantage. The procurement demonstrates the need for robust and flexible service delivery considered non-negotiable in emergency healthcare settings, creating additional opportunities for businesses adept at rapid mobilisation and efficient healthcare deployment. Due to the nature and urgency of the procurement, businesses with a large-scale operations capacity would be well-suited to similar opportunities in the future.

Lot Information

Lot 1

The Trust considers that an award must be made urgently, the reason for the urgency was not foreseeable by and not attributable to the Trust due to the Emergency Award by NHS England of the Head Contract for Healthcare Services at HMP Lincoln to the Trust. Delaying the award of the contract to satisfy the requirements of the PSR would likely pose a risk to patient or public safety. The award term reflects the novation of existing supplier subcontracts from the incumbent on existing terms to ensure the continuity of healthcare services during the mobilisation period of less than three-months. The period of mobilisation would not have allowed the Trust to identify alternative provision for the subcontracted service. The relevant authority has awarded this contract under the Direct Award Process A - Urgent situation (F03) under the Health Care Services (Provider Selection Regime) regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
