Summary of the contracting process

The Northamptonshire Healthcare NHS Foundation Trust has concluded a procurement process for the Provision of Hepatitis C Elimination services, specifically addressing health services with a focus on prison peer support at HMP Morton Hall, located in the UKF3 region. The procurement was carried out under the Direct Award Process A - Urgent situation (F03) as dictated by the Health Care Services (Provider Selection Regime) regulations 2023. The award bypassed the need for a public call for competition due to urgent requirements and is classified as outside the Public Contracts Regulations 2015's scope. The procurement phase is at the award stage, with the contract being signed on 18 February 2026. The contract value is set at £2,760.46 and was awarded to The Hepatitis C Trust, based in London.

This contract opens opportunities for growth for large-scale businesses in the health services sector, particularly those with expertise in providing urgent healthcare solutions within the correctional facilities environment. The Direct Award Process allowed swift contract implementation, offering business entrants a unique avenue to demonstrate efficacy in rapid service mobilisation. Firms specialising in healthcare service provision with an emphasis on quality (weighted 70% in evaluation criteria) would be well-poised to compete in similar tendering opportunities, especially those that can navigate the complexities of urgent and regulatory healthcare requirements.

Lot Information

Lot 1

The Trust considers that an award must be made urgently, the reason for the urgency was not foreseeable by and not attributable to the Trust due to the Emergency Award by NHS England of the Head Contract for Healthcare Services at HMP Morton Hall to the Trust. Delaying the award of the contract to satisfy the requirements of the PSR would likely pose a risk to patient or public safety. The award term reflects the novation of existing supplier subcontracts from the incumbent on existing terms to ensure the continuity of healthcare services during the mobilisation period of less than three-months. The period of mobilisation would not have allowed the Trust to identify alternative provision for the subcontracted service. The relevant authority has awarded this contract under the Direct Award Process A - Urgent situation (F03) under the Health Care Services (Provider Selection Regime) regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.
