Summary of the contracting process

Bournemouth, Christchurch and Poole Council procured passenger transport services for home-to-school transport and transport used by its service users and employees. The three service areas cover minibuses with 9–16 passenger seats; taxis, private-hire vehicles and social cars carrying up to eight passengers; and ad hoc taxi and private-hire provision for up to eight passengers. Delivery is across the Bournemouth, Christchurch and Poole area. This is a public service transport requirement, combining scheduled and ad hoc journeys rather than vehicle supply alone. The framework is intended to support the Council’s passenger transport needs through multiple operators, including smaller businesses and voluntary, community and social enterprises. The work is relevant to minibus operators, taxi and private-hire firms, social-car providers and passenger transport organisations with local operating capacity.

The procurement is complete and awards were made on 14 September 2026 under an open competitive flexible procedure. It used a closed framework with further competitions for required routes; an electronic auction was also provided for. Bids closed on 3 August 2026, enquiries on 20 July and the award period ended on 17 August. Each lot was awarded separately and may be held by multiple suppliers. Lot 1, minibuses, has an awarded value of £148,000,000; Lot 2, taxis, private-hire vehicles and social cars, £148,000,000; and Lot 3, ad hoc taxis and private-hire vehicles, £148,000,000. Awards were made to nine suppliers on Lot 1, 41 on Lot 2 and 20 on Lot 3. Contracts are due to run from 21 September 2026 to 20 September 2031, with possible extension to 20 September 2034. Price carried 100% of the evaluation weighting, alongside economic and technical selection checks.

This award shows sustained local demand for passenger transport delivered through a broad multi-supplier framework, with 12 valid bids for the minibus lot, 46 for the taxi and private-hire lot and 23 for ad hoc provision. The requirement is suitable for SMEs and voluntary, community and social enterprises, and the successful field includes both small operators and larger transport businesses. A credible competitor would need access to 9–16-seat minibuses for the first service area, or licensed cars and private-hire vehicles carrying up to eight people for the other two, together with the capacity to provide reliable local journeys and respond to route competitions or ad hoc requests. Economic and technical compliance is required, while price is decisive. Operators able to demonstrate dependable fleet, driver and scheduling capacity across the Council area are best placed when this requirement next returns.

Market Engagement Event - Passenger Transport Framework Bournemouth, Christchurch, and Poole (BCP) Council is pleased to invite providers to a Engagement Event taking place on 22nd June 2026, 11:30 am-1:00 pm via microsoft teams. The purpose of the session is to outline our commissioning intentions for the upcoming Passenger Transport framework. This session is open to all providers with an interest in joining a Passenger Transport Framework for home-to-school transport requirements, and for use by all BCP service users and employees. The Service will cover Minibuses with 9 - 16 Passenger Seats, Taxis and private hire vehicles or social cars for up to 8 passenger seats, and ad hoc provision of Taxis and Private Hire Vehicles up to 8 Passenger Seats. This session will provide insight into BCP Council's future vision for the service. Existing suppliers under the current passenger transport framework are encouraged to attend this event, as the service will be transitioning to the new framework. The Passenger Transport Framework tender opportunity is anticipated to be published via Supplying the South West in July 2026.
