Summary of the contracting process

Essex County Council intends to procure services to manage the disposal of waste and recyclable materials collected at its recycling and household waste centres across Essex. The planned service covers approximately 70,000 tonnes of material and is categorised as refuse and waste-related services. The work is therefore relevant to operators that manage waste streams, recyclables, recovery, treatment or disposal arrangements across a county-wide network of sites. The council is exploring procurement options and seeking market feedback on how the service should be designed and procured. Delivery is across Essex, with the buying authority based in Chelmsford. The planned procurement is a single service requirement rather than a set of separate lots.

This procurement is at the planning stage: Essex County Council has set out an intention to procure but has not invited tenders. The council expects to use a single planned lot for a four-year service contract, running from 1 April 2028 to 31 March 2032. The estimated value is £4,000,000 excluding VAT, or £4,800,000 including VAT. The procurement is above the relevant threshold. A further notice is expected around 1 November 2026. The council is conducting preliminary market engagement, including a survey, an information pack and online one-to-one sessions, with responses requested by 2 September 2026. Market feedback is intended to inform the eventual approach to disposing of the collected waste and recyclables.

The service is likely to suit established waste and recycling operators with the infrastructure, logistics and commercial arrangements needed to handle approximately 70,000 tonnes over a county-wide service. Relevant capability may include receiving materials from recycling and household waste centres, arranging compliant onward movement, sorting or recovery, and managing treatment or disposal routes for different waste streams. Suppliers able to coordinate multiple sites and maintain reliable capacity throughout a long-term service period should prepare to demonstrate how they would manage volumes, continuity and operational risks. The single planned lot is marked as suitable for small and medium-sized enterprises, so capable specialist SMEs may be able to participate, either directly or through suitable delivery partnerships. The current engagement provides an opportunity to shape requirements before the tender stage.
