Summary of the contracting process

The City of Bradford Metropolitan District Council has initiated the tender process for the "Warm Homes Healthy People" service, aimed at addressing fuel poverty and thermal comfort issues across Bradford. This service will improve health outcomes for residents vulnerable to cold, heat, damp, and mould. The procurement method is an open procedure, allowing broad participation and is currently in the tender stage. The tender values the contract at £2,210,000 gross with significant focus on health and social work services. The opportunity is based in Bradford, United Kingdom (Region UKE41). Key dates include an enquiry period ending on 3rd August 2026, with a submission deadline of 19th August 2026. The service is scheduled to commence on 1st December 2026 and run through 31st March 2029, with potential renewal options extending to 2031. The contract is subject to the UK's procurement legal framework and involves collaboration with NHS and community organisations.

This tender presents significant business growth opportunities, especially for organisations experienced in healthcare and social service delivery. Companies specialised in energy efficiency, community outreach, and public health are well-suited to compete. Small and Medium Enterprises (SMEs) and Voluntary Community and Social Enterprises (VCSEs) are encouraged to participate, given the tender's inclusivity criteria. Participating businesses must demonstrate financial robustness and technical experience in relevant fields, with an emphasis laid on quality service provision. The project underscores the importance of strategic partnerships and innovative approaches in addressing regional health disparities linked to fuel poverty. This initiative aligns with Bradford's Anti-Poverty Strategy, offering an impactful avenue for service providers to contribute significantly to community wellbeing.
