Summary of the contracting process

HM Revenue & Customs sought a single-supplier service for tachograph forensic analysis, classified as technical testing, analysis and consultancy. The service uses vehicle tachograph data to establish previous locations, the number, timing and duration of stops, and deviations from logical routes. HMRC’s Fraud Investigation Service would use the analysis in investigations of tax and duty fraud, money laundering linked to the proceeds of crime, and international criminal activity. Findings may be used to support or challenge a driver’s account during prosecution. Delivery covers the United Kingdom. This is specialist analytical and investigative support rather than general vehicle maintenance, transport operation or routine compliance testing.

The procurement is complete following an open procedure, with one lot and two final-stage bids. The award was made on 14 August 2026 to ORCHID CELLMARK LTD for £575,000 excluding VAT (£690,000 including VAT). The award is recorded as pending, with a standstill period ending on 26 August 2026; a contract signature milestone is scheduled for 31 August 2026. The initial contract period is 14 September 2026 to 13 September 2029, with two optional one-year extensions available at HMRC’s discretion, allowing a maximum end date of 13 September 2031. Evaluation used price per quality point, balancing price against quality criteria including team and experience, technical alignment, contract management, business continuity, value for money, implementation and social value.

This requirement is relevant to specialist forensic, tachograph-analysis and expert-witness providers serving public investigations or prosecutions. A credible competitor would need staff able to analyse vehicle tachograph evidence, interpret journeys, stops and route deviations, and explain findings clearly in court as an expert witness. HMRC required supplier and subcontractor personnel working on the service to hold Security Check clearance. It also required, or accepted demonstrable progress towards, BS EN ISO 9001:2000 and ISO 27001:2013 certification, or equivalent certification from UKAS or a comparable body. The successful market profile therefore combines technical forensic analysis, secure information handling, quality and information-security management, court-facing expertise, continuity planning and the capacity to support HMRC’s fraud investigations.

Notice Title

Tachograph Forensic Services

Notice Description

HM Revenue & Customs (HMRC) sought to establish a single supplier contract for the provision of tachograph analysis services. Tachograph analysis services use a vehicle's tachograph data to understand and identify: - The vehicle's prior locations; - The number, times, and duration of the stops made by the vehicle; and - Any detours from logical routes made by the vehicle. This information can then be used to either give credence to or to negate the version of events given by the driver of the vehicle during a prosecution. This contract will be primarily used by the Fraud Investigation Service (FIS), a division of the Customer Compliance Group within HMRC. FIS is responsible for the investigation of fiscal (tax and duty) fraud, linked money laundering of the proceeds of crime, and any international elements of these crimes.
