Summary of the contracting process

Transport for London is establishing Architecture and Urbanism Framework 4 to buy architecture, urban design and related professional services for TfL, its group, the Greater London Authority and its group, London boroughs and other eligible public bodies and organisations carrying out public functions. Work is UK-wide and spans nine specialist areas: strategic planning and research; public realm; landscape and green infrastructure; masterplanning; housing; commercial, workplace, civic and mixed-use buildings; strategic transport design; infrastructure and station design; and small projects. Commissions may range from research, strategies and visions to design development and delivery through construction. The framework is intended for use by a wide range of public-sector commissioners, including housing associations, registered providers, charities and trusts, with call-offs forming separate contracts between suppliers and the commissioning authority.

TfL invited offers through a two-stage competitive flexible procedure: suppliers first respond to a pre-qualification stage, from which a shortlist proceeds to the invitation-to-tender stage for final framework selection. The enquiry deadline was 13 November 2026 at 12:00 UTC, and the tender submission deadline was 8 December 2026 at 12:00 UTC. The framework is scheduled to run from 1 January 2028 to 31 December 2031. Its estimated maximum value is £45 million excluding VAT (£54 million including VAT), shared across all lots rather than allocated to each one; actual spending will arise through call-off contracts. Suppliers may bid for and be awarded up to three lots. Award criteria are based on quality, with detailed criteria and weightings set out in the procurement documents. Framework call-offs may be awarded following further competition or direct award.

The opportunity suits architecture, urban design, landscape, planning, engineering and related consultancies able to deliver public-sector commissions across one or more specialist areas. The small-projects lot is expressly intended to support proportionate access for small, micro and emerging businesses; all lots are also identified as suitable for SMEs and voluntary, community and social enterprises. Strongly relevant capabilities include evidence-led spatial planning, research and policy work; inclusive and climate-responsive public-realm and landscape design; resilient masterplanning and housing design; accessible civic, commercial and workplace buildings; and strategic transport, station and infrastructure design. Suppliers should be able to work from early concepts through detailed design and construction, applying sustainability, whole-life carbon, ecological, accessibility and community-engagement principles where relevant. Framework rates set maximum consultancy-grade rates, while call-off rates are determined through the applicable award route.
