Summary of the contracting process

The Department of Health & Social Care (DHSC), based in London, has awarded a contract to ECONOMIC RESEARCH SERVICES LIMITED T/A Fortia Insight for its specialist health visiting requirements as part of the Healthy Child Programme. This initiative aims to support vulnerable first-time parents across England. The tender falls under the health services industry category and marks the completion of the procurement stage, with the contract being signed on 17th June 2026. The procurement followed a limited method, indicating a below-threshold competition, and encompasses services to address the variation in the availability of these specialist health services across different regions. The contract period is from 26th June 2026 to 31st March 2027, with a total contract value of £80,765 excluding VAT.

This procurement presents an opportunity for businesses specialising in healthcare services, particularly those capable of providing targeted interventions to vulnerable groups. Companies that focus on family health, nursing, and public health initiatives would be well-suited to engaging with such tenders in the future. The emphasis on universal health offers coupled with targeted support for families suggests potential demand for innovative solutions that could reduce regional disparities in health outcomes. Businesses that can demonstrate specialised expertise and adaptability in delivering complex health programmes will find growth opportunities in this sector.

Notice Title

DHSC:GAPH: Specialist Health Visiting Requirements

Notice Description

The Healthy Child Programme is this country's universal public health offer for children. Based on proportional universalism it provides a service to all babies, children, young people and their families and a targeted offer for those requiring additional support. The Family Nurse Partnership programme Family Nurse Partnership programme - GOV.UK is DHSC's current specialist service for the most vulnerable: first time parents - such as teenage parents, care leavers, or those who would otherwise be at highest risk of poor outcomes for them and their children and who require intensive interventions delivered by specially trained staff. However, this offer is only available in less than a third of Local Authorities. A recently commissioned report by Fortia Insights highlights the inconsistency of the specialist offer across England and confirms the requirement to reduce this unwarranted variation if we are to strengthen health visiting and achieve the governments ambition in raising the healthiest generation ever.
