Summary of the contracting process

Natural England commissioned a research and consultancy service to review evidence on nature-based interventions. The work examines how confidently different interventions deliver ecosystem services and wider benefits from nature, and how effectively they reduce nature-related risks. It builds on priority actions for nature recovery identified in the State of Natural Capital Report for England 2024. The review is intended to clarify the relationship between interventions, ecosystem function, services and benefits, and produce evidence that can inform environmental practice, business, planning and green finance. Natural England is the buying organisation. Delivery is across the United Kingdom. This is a single service requirement for an evidence-led assessment rather than construction, supply or operational environmental works.

The procurement is complete and was run as a below-threshold open competition. Quotations were required by 5:00pm BST on 17 July 2026, with electronic submission not allowed. The estimated value was £41,250 excluding VAT (£49,500 including VAT). One lot covered the full requirement, with award details to be assessed against the criteria set out in the Request for Quotation. Ove Arup & Partners Limited was awarded the work. The contract was signed on 5 August 2026 for £40,000 excluding VAT (£48,000 including VAT), and runs from 5 August 2026 to 31 March 2027. The lot was identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises.

This requirement is relevant to firms with strong environmental research, ecological assessment and evidence synthesis capabilities, particularly those able to assess causal links between nature-based interventions, ecosystem function, ecosystem services and benefits. Credible competitors would need to interpret and critically review a broad evidence base, assess confidence and uncertainty, and present findings in a form that supports practical decisions on nature recovery and nature-related risk. Experience translating technical environmental evidence for practitioners, businesses, planners and green-finance users would be valuable. The work also suits organisations able to combine scientific analysis with clear consultancy reporting for a central government nature agency, including capable SMEs, VCSEs and specialist research partnerships.

Notice Title

Nature-based interventions evidence review: ecosystem function, benefits, and nature-related risks

Notice Description

Natural England's Natural Capital Team is seeking to commission an evidence review that examines the confidence with which nature-based interventions deliver specific ecosystem services and benefits from nature, and reduce nature related risks. The nature-based interventions used will build on the evidence on priority actions for nature recovery from the State of Natural Capital Report for England 2024: Risks to nature and why it matters. The review's objectives are to: - Assess confidence in the ecosystem service/benefit outcomes for the framework of nature-based interventions. - Support a clearer, evidence-led relationship between interventions and ecosystem function, services, and benefits. - Offer decision-useful evidence on nature-based interventions acting as nature-based solutions (NbS), which can be used by a large suite of sectors including, but not limited to: environmental practitioners, business, planning, and green finance.
