Summary of the contracting process

Newcastle City Council is procuring general residential and nursing care services within Newcastle upon Tyne. The requirement covers four service types: dual-registered homes providing general residential and general nursing care; dual-registered homes providing dementia residential and dementia nursing care; single registered care homes providing general residential care; and single registered care homes providing dementia residential care. The procurement is for health and social work services. Services will be delivered within Newcastle upon Tyne, supporting the Council’s need for residential and nursing care provision across these categories. This is a public service requirement for care home operators able to provide one or more of the specified forms of registered residential or nursing care.

The process has reached tender: the Council has invited offers through an accelerated open procedure under the light-touch regime. Enquiries had to be submitted by 24 August 2026 at 11:59, and tenders by 1 September 2026 at 11:59. The Council expected to complete evaluation and award by 21 October 2026. Contracts are scheduled to run from 30 November 2026 to 29 November 2029, with one optional 12-month extension to 29 November 2030. The estimated total value is £225,059,220 gross. There are four lots, covering the care models described above. Each lot is evaluated on a quality pass/fail basis. The procurement uses a closed framework agreement, with awards made without reopening competition, and electronic tender submission is allowed in English.

This opportunity suits established care home providers with the registrations, premises, staffing and operational systems needed to deliver residential care, nursing care, or dementia care in Newcastle upon Tyne. Providers with dual registration are relevant to the lots combining residential and nursing services, while single registered care homes are suited to the general residential and dementia residential lots. The requirement is also identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Businesses should be able to demonstrate that their service meets the Council’s quality requirements on a pass/fail basis and has sufficient capacity to provide the relevant care model. Specialist dementia-care experience will be particularly relevant to the dementia lots.
