Summary of the contracting process

The Department for Transport, a central government authority located in London, has awarded a contract for "DfT - Real Time Events Data" aimed at accessing structured historical and near real-time transport event data across England. This contract is categorised under services in the research industry and involves direct procurement without competition, following a light touch regime. Phylum Forge Limited, based in Edinburgh, has been awarded the contract, which commenced on 18th June 2026 and is set to conclude on 17th June 2027, with a possible extension till 2029. The procurement process, classified as below the threshold, saw its awarding stage completed with an active status as of 23rd June 2026.

This tender represents a significant business growth opportunity, particularly for small to medium enterprises (SMEs) specialising in research services that can offer insights into transport-related events through data analysis. Businesses with expertise in providing comprehensive and timely event data could greatly benefit, especially since this contract supports the development of models for monitoring social media reactions to transport events. The contract emphasizes the importance of reliable event datasets, thereby creating room for innovation and expansion in data analytics and situational awareness solutions.

Notice Title

DfT - Real Time Events Data

Notice Description

We require access to structured, historical and near real time event data in order to understand when, where, and what types of transport relevant events have occurred across England (e.g. road incidents, disruptions, major public events). This dataset is needed to: * Provide ground truth / reference events against which social media signals (via the Pulsar API or other sources) can be compared and interpreted. * Support analysis of alignment between known real world events and observed social media activity (e.g. volume, topics, sentiment). * Improve our understanding of which types of events generate a social media response, and therefore when social media data is likely to be informative or misleading. * Enable model development and evaluation, including testing detection, classification, and prioritisation approaches for situational awareness use cases. * Without an external, curated event dataset, we would not be able to reliably interpret social media data, validate analytical approaches, or assess whether observed signals correspond to real world transport events.
