Summary of the contracting process

NHS Hertfordshire and West Essex Integrated Care Board commissioned NHS orthodontic services across Hertfordshire. The service covers specialist dental care to straighten teeth and align patients’ bites, including treatments such as braces, clear aligners and removable retainers. Patients access the service by referral from a general dental practitioner and must meet the Index of Orthodontic Needs to qualify for NHS care. The work is commissioned through a Personal Dental Services agreement, the national contractual framework for these services. The Specialist Orthodontic Centre was selected to provide the service. This is a focused opportunity for providers of specialist orthodontic care within the NHS dental system, rather than a general dentistry contract.

The contract has been formally awarded to The Specialist Orthodontic Centre under Direct Award Process C of the Provider Selection Regime. The contract was signed on 8 October 2026 and runs from 1 April 2027 to 31 March 2037. Its full-term value is £859,337. The stated term is seven years, with an option to extend by a further three years. The assessment gave equal weight to five criteria: quality and innovation; value; integration, collaboration and service sustainability; improving access, reducing health inequalities and facilitating choice; and social value. The provider’s existing service delivery and performance were assessed against these criteria and the basic selection requirements. The procurement records one bid. No representations were received during the standstill period.

For suppliers considering future NHS orthodontic work for this commissioner, this award shows demand for referral-based specialist treatment delivered under a Personal Dental Services agreement. A credible provider would need to demonstrate that it can meet the basic selection requirements and deliver consistently against the five Provider Selection Regime criteria: quality and innovation, value, integration and sustainability, access and reduced health inequalities, and social value. Evidence of satisfactory performance under an existing service model was central to this decision, so relevant NHS orthodontic delivery experience and a robust portfolio of performance evidence would be important. Providers would also need the clinical capability and service arrangements to treat eligible patients referred by general dental practitioners and to provide the recognised range of orthodontic care. The assessment treated quality and price differently: quality carried the full stated weighting.
