Summary of the contracting process

The Royal Borough of Greenwich is buying a single Individual Placement and Support service contract for adults aged 18 and over who are unemployed, in structured drug and/or alcohol treatment, and resident in Greenwich, Bexley or Bromley. The provider will offer individually tailored, intensive support to help participants find sustainable paid work, through bespoke packages responding to their needs. This is a vocational rehabilitation and employment-support service, rather than general recruitment or treatment provision. Greenwich will hold the contract, with delivery across all three boroughs. The requirement is classified as vocational rehabilitation services (CPV 85312510).

The buyer invited offers through an open procedure for one contract. The tender enquiry deadline was 23 October 2026 at 12:00 BST, and the submission deadline was 2 November 2026 at 12:00 GMT. The planned contract period runs from 2 January 2027 to 31 March 2029. The estimated value is £877,112 excluding VAT (£1,052,534 including VAT). The buyer set an award decision deadline of 1 December 2026. Evaluation is weighted 70% for quality and 30% for price. Electronic submission is permitted, and tenders must be submitted in English.

This is suited to providers with practical experience supporting people affected by drug or alcohol dependence into paid employment, particularly through structured treatment services and Individual Placement and Support. Strong candidates will be able to tailor intensive support to individual circumstances and help people secure sustainable work, while delivering consistently across three London boroughs. The opportunity is explicitly identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, so it is not restricted to large national providers. A single provider must be able to serve eligible residents in Greenwich, Bexley and Bromley under one contract. The evaluation gives greater weight to service quality than price, making the strength and credibility of the proposed delivery approach commercially important. No specific accreditation is stated.
