Summary of the contracting process

Essex County Council is planning the launch of the Families First Neighbourhood Grants Programme (FFNGP) for the period 2026 to 2029, focusing on health and social work services. This procurement process, currently in the planning stage, aims to invite voluntary and community sector organisations to offer early intervention support for children, young people, and families across the UKH3 region in the United Kingdom. The programme runs from 1st October 2026 to 31st March 2029. Interested parties should note the future notice date of 6th July 2026 via Find a Tender.

The Families First Neighbourhood Grants Programme presents a significant opportunity for voluntary and community sector organisations specialising in child welfare and family support to expand their operations. Potential bidders should demonstrate capabilities in creating safe and supportive environments, enhancing parental capacities, and fostering community connections. This tender is particularly suited to organisations aiming to deliver sustainable positive outcomes in local neighbourhoods and those seeking to reduce the dependency on statutory services through effective early interventions.

Families First Neighbourhood Grants Programme 2026 to 2029

Notice Description

Essex County Council intends to launch The Families First Neighbourhood Grants Programme (FFNGP) subject to completion of internal governance. Applications will be invited from voluntary and community sector organisations to deliver neighbourhood based targeted early intervention support for children, young people and families. The support will enable children and families to address challenges early, build resilience and achieve positive, sustainable outcomes. Children, young people and adults create predictable structure and provide physically and emotionally safe care. * Increased parental capacity. Parents and carers understand children's developmental needs, respond sensitively, and manage stress more effectively. * Children, young people and parents and carers develop and enjoy healthy, respectful and emotionally secure relationships. Children, young people and adults can communicate constructively, manage conflict without harm, and experience emotional safety. * Stronger community connection. Children, young people and adults feel less isolated, more supported and more able to engage in local activities and social networks. * Improved emotional wellbeing and resilience. Children, young people and parents and carers develop positive coping skills, confidence and emotional regulation. * Reduced escalation to statutory or specialist services. Earlier help will reduce re-referrals, crises and safeguarding concerns. For further information, please contact: candfcommissioning@essex.gov.uk
