    "description": "The Contracting Authority undertook pre-procurement market engagement prior to the commencement of this procurement, including a supplier engagement event and stakeholder discussions, to inform the service specification, delivery model and procurement strategy. The engagement was conducted in a transparent and proportionate manner and did not confer any advantage on any individual supplier. Information obtained through this process has been anonymised, aggregated and made available to all bidders through the procurement documentation to ensure equal treatment and a level playing field. This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 or the Procurement Act 2023 do not apply to this award.
