Summary of the contracting process

The Department for Education (DfE) is initiating a tender process titled "2DP MMC Construction PIN" under the industry category of research services. This project, classified as part of the services procurement category, seeks a subject matter expert to evaluate the structural and fire safety performance of 2D panelised modern methods of construction. Located in the United Kingdom, the process is currently in the planning stage, as indicated by a Prior Information Notice (PIN) intended to inform the market about a potential procurement exercise. Interested parties have until 1st July 2026 to register for a market engagement event via the Jaggaer platform. Full procurement details, including any formal invitation to tender, will follow the engagement event scheduled to provide insights into the programme's scope and timeline.

The procurement process presents significant business growth opportunities, particularly for consultancy firms specialising in structural and fire systems compartmentation. Firms already registered on the RM6242 Construction Professional Services Dynamic Purchasing System (DPS) with the relevant service filters will be well-positioned to participate. This project offers a broad scope for companies to demonstrate expertise in advanced building methods and expand their portfolios within the public sector infrastructure domain. Future involvement will require attendance at the market engagement event, where suppliers will gain a comprehensive understanding of the project requirements and the chance to network with key stakeholders in the education sector.

2DP MMC Construction PIN

Notice Description

The Department for Education (DfE) is looking to tender for a subject matter expert to advise on the structural and fire safety performance of 2D panelised modern methods of construction. In particular, DfE is seeking to understand whether standards, guidance and best practice for traditionally constructed building need to be developed for 2D panelised construction methods. The supplier will be required to research and collate and review information (including data which DfE may share) relating to recent use of 2D panels systems in low to medium-rise buildings in the UK. They will be required to undertake visits to both construction sites and completed buildings that use this construction method. They will also be required to engage with major contractors who supply and construct buildings of this type. Full details are to be made available to all interested parties after the Market Engagement event. This PIN is for information only and is not a call for competition. This PIN is intended to inform the market of a potential procurement exercise to appoint suppliers to work with the Department on providing the outlined service. The Department reserves the right not to enter a formal procurement process and not proceed with contract award. Accordingly, the Department will not be liable for any bid cost, expenditure, work, or effort incurred by any organisation in acting on the basis of this Prior Information Notice.
