Summary of the contracting process

Renfrewshire Council, working with Renfrewshire Health and Social Care Partnership, sought a provider for community-based mental health support in Renfrewshire for people aged over 16 experiencing stress or distress. The service combines three elements: Level 2 Distress Brief Intervention, counselling and therapeutic support, and group-based support and wellbeing activities. It is intended to help people manage current episodes and build tools to prevent or manage future difficulties. The intended outcomes include improved mental health and emotional wellbeing, greater resilience and self-management, less isolation, stronger community connections, and support for personal recovery and independence. The service also aims to encourage early intervention and reduce reliance on more intensive statutory or specialist mental health support.

The Council invited offers through a single-lot open procedure, with electronic submissions. The tender deadline was 9 November 2026 at 12:00 UTC. The contract is planned for two years, with two possible extensions of up to 12 months each. Evaluation is based entirely on quality; price is assessed on a pass/fail basis. The Council says the current provider’s staff may transfer under TUPE. The contract includes community benefit commitments: bidders must offer benefits totalling at least 50 Community Benefit Points. The published procedure information also provides for contract modifications under the applicable Scottish procurement regulations.

This opportunity suits organisations able to deliver community mental health services for adults, including brief intervention, counselling or therapeutic support, and group wellbeing activities. Bidders need to evidence relevant experience delivering similar services, with appropriately qualified and trained staff, and provide a signed health and safety policy with sample risk assessments. Required insurance includes employer’s liability, public liability and professional indemnity cover; business motor insurance evidence is needed where vehicles are used. The Council assesses financial stability, normally using a Dun and Bradstreet Failure Score, with audited accounts or other information available for review where the score is low or unavailable. Suppliers must pass the Council’s cyber security assessment and commit to community benefits. TUPE may affect staffing arrangements because a provider is already delivering the service.
