Summary of the contracting process

The Centre for Process Innovation Limited (CPI), based at Wilton Centre in Redcar, sought a pool of specialist consultants to support the strategic development of the UK bioeconomy and engineering biology sector. The work is intended to complement CPI’s in-house expertise as it develops business cases and strategic proposals with government, partners and stakeholders. The advice supports national opportunities connected with advanced manufacturing, clean energy, defence, life sciences, and digital and technology industries. Four service areas were covered: strategy and economic development; commercial, supply chain and business transformation; technical, infrastructure and skills delivery; and policy and legislation. This is research and development consultancy, delivered in support of CPI’s work in the UK bioeconomy and engineering biology.

The open procedure is complete and awards were made on 25 September 2026. CPI selected five suppliers for Lot 1: BioConsulting International Ltd, IfM Engage Ltd, Optimat, Perspective Economics Limited and Urban Foresight Limited; five for Lot 2: BioConsulting International Ltd, Britest Limited, NNFCC Limited, Optimat and Urban Foresight Limited; three for Lot 3: BioConsulting International Ltd, CCTech Ltd and TransitionHERO B.V.; and five for Lot 4: Camrosh Limited, ForgeFront Ltd., IfM Engage Ltd, NNFCC Limited and Urban Foresight Limited. Award values are £105,000, £90,000, £80,000 and £75,000 respectively. Each framework is scheduled to run from 8 October 2026 to 7 October 2028, with a possible 12-month extension. Evaluation weighted price 30%, experience 30%, relevant expertise 20% and contract-management approach 20%.

This award shows demand for external expertise spanning the commercial, strategic, technical and policy needs of the UK bioeconomy and engineering biology. The four-lot structure allowed specialist consultancies to compete in defined areas, and SMEs were considered suitable; the successful pool includes several small and medium-sized businesses. A credible competitor for similar work would need demonstrable relevant experience and expertise, with a clear, workable approach to managing assignments, as well as competitive pricing. Capability in one or more of the four specialist areas is relevant: strategy and economic development; commercial and supply-chain transformation; technical infrastructure and skills; or policy and legislation. CPI uses a multi-supplier framework with ranked providers, direct awards and mini-competitions, so suppliers need to be able to respond to specific requirements and deliver within requested timescales.

CPI requires access to a pool of specialist consultants, to complement its own internal knowledge and experience related to the strategic development of the UK's Bioeconomy/Engineering Biology capabilities in support of the UK Government's Modern Industrial Strategy and its Plan for Change missions. The Industrial Strategy highlights Engineering Biology (EB) as a Frontier Technology focus area for the UK. EB, and the Bioeconomy more broadly, directly supports five of the eight Industrial Strategy Priority sectors - Advanced Manufacturing, Clean Energy Industries, Defence, Life Sciences and Digital and Technologies. CPI works with the UK Government, partners and stakeholder in the development of business cases and strategic proposals to help address national opportunities in these areas and is seeking to establish a procurement framework which enables it to flexibly and responsively bring in specialist input external to the organisation to assist with these activities.
