The purpose of this engagement is to: * Seek provider and stakeholder feedback * Inform the future service model and procurement approach * Understand market capacity, capability, and innovation * Support delivery of high-quality, sustainable, and outcome-focused services 2. Background and Context The Council currently commissions Home-Based Support through a framework arrangement with multiple providers, delivering approximately 1,000-1,100 care packages annually. Home-based care and support is critical to: * Enabling residents to live independently at home * Supporting hospital discharge and system flow * Preventing or delaying the need for long-term residential care * Meeting statutory duties under the Care Act 2014 Demand has increased significantly in recent years, alongside: * Increased complexity of need * Workforce pressures * Growing reliance on spot purchasing The Council is therefore reviewing its commissioning approach to ensure a more flexible, sustainable, and outcome-focused model. 3.
