Camden and Islington councils are jointly commissioning a Navigator Service for people experiencing prolonged rough sleeping and with high support needs. The service provides intensive support informed by trauma and gender, including to people whom mainstream outreach teams are unable to reach. It supports the councils’ work to reduce rough sleeping and helps people whose circumstances take them across borough boundaries. Camden will manage the contract and receive the greater share of the service; Islington will contribute funding and support contract management. Delivery is across the London boroughs of Camden and Islington. This is a social work and related service, intended to replace an existing grant-funded arrangement with a contractual service.

The councils invited tenders through an open procedure. The contract is for five years, from 1 April 2027 to 31 March 2032, with an estimated value of £1,946,809. The deadline for clarification questions was 25 November 2026 at 17:00, and tenders were due by 4 December 2026 at 12:00. The anticipated award decision date is 1 February 2027. There is one lot. Evaluation gives quality a 70% weighting and price 30%. Economic and technical selection requirements are set out in the tender documents. Bids may be submitted electronically in English.

This opportunity is suited to organisations able to provide intensive, specialist support to people who have experienced long-term rough sleeping and have complex needs. Relevant capability includes delivering trauma-informed and gender-informed services, engaging people whom broader outreach provision has not reached, and supporting clients who move between boroughs. Suppliers should be equipped to work across Camden and Islington and coordinate with both councils, with Camden taking the lead on contract management. The service is a substantial, multi-year commitment and is identified as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. Selection assesses economic and technical capacity; the quality-led evaluation makes the quality and effectiveness of the proposed service central to a competitive bid.

Notice Description

The Navigator Service provides intensive, trauma and gender informed support to people rough sleeping for longer periods and with high levels of needs in Camden. The service has operated for several years and achieves good outcomes, supporting people who Camden's primary outreach team are unable to reach given their broader remit and responsibilities. The service forms a vital component of Camden's Homelessness and Rough Sleeping Strategy 2025-30, supporting work to reduce rough sleeping across the borough. The service assumes renewed importance due to their expertise in supporting people who are "long-term rough sleeping", a new national outcome framework measure Camden will be performance managed against by the Ministry of Housing Communities and Local Government (MHCLG). The service is jointly commissioned with Islington Council. The service operates across both Camden and Islington, enhancing response for clients who may move across borough boundaries. Camden are the "contract manager" and receive the greater proportion of the team's work with Islington contributing funds and supporting with contract management. The service currently exists through a grant agreement held with Camden - officers recommend moving this into a contractual arrangement from 2027-28 to provide accountability and ensure value for money. The service is funded via the Homelessness, Rough Sleeping and Domestic Abuse Grant (HRDAG), provided by MHCLG. The current agreement is due to expire on 31st March 2027. Camden's allocation of HRDAG is confirmed for the financial years 2027-28 and 2028-29. Camden Officers intend to procure a service on behalf of Camden and Islington with a 5-year contract beginning on around April 1st 2027.

Planning Information

The Council wishes to undertake a market engagement online event in relation to the possible re-commissioning of this service, and therefore would welcome responses from suppliers that would like to participate. Interested suppliers will not be prejudiced by any response or failure to respond to this soft market testing and a response to this notice does not guarantee any invitation to participate in any future public procurement process that the Council may conduct. This notice does not constitute a call for competition to procure any services for the Council and the Council is not bound to accept any proposals offered. The Council is not liable for any costs, fees or expenses incurred by any party participating in the soft market testing exercise. Any procurement of any services by the Council in due course will be carried out strictly in accordance with the provisions of the Procurement Act 2023. Any information provided will not be treated as commercially confidential, unless expressed by the providing party, and may be used by the Council in the final service specifications used for the contracts, but no organisation will be individually identified.
