Summary of the contracting process

Knowsley Council is procuring a rough sleeping outreach and single homeless navigation support service across the Borough of Knowsley. The service responds to reports of rough sleeping, provides intensive housing-related navigation for rough sleepers and single homeless people, and delivers floating support for 26 bed spaces, potentially increasing, across 11 shared-accommodation properties, also potentially increasing. The accommodation supports former homeless people with low or medium support needs. The work is intended to help people become tenancy-ready, achieve positive housing solutions, sustain shared housing and move on to independent tenancies. Delivery requires coordination with Adult Social Care, Children’s Social Care, community mental health, drug and alcohol services, housing services, GPs and other health services. This is a social work and related service, CPV 85300000.

The procurement has been awarded following an accelerated open procedure under the light-touch regime. The selected supplier is The Whitechapel Centre, a single SME and voluntary, community or social enterprise, for the one completed lot. The award was made on 26 August 2026 at a gross value of £1,148,521. A standstill period runs until 7 September 2026, with signature scheduled for 8 September 2026. The awarded contract period is 9 September 2026 to 31 March 2029, with an option to extend by up to 36 months, potentially in shorter periods, until 31 March 2032 or until the contract reaches £1.45 million, whichever occurs first. The Council gives no minimum spend, volume or work guarantee. Evaluation was 70% quality, including social value, and 30% total price and price sustainability. Two bids were received, including one from an SME and one from a VCSE.

This award demonstrates demand from Knowsley Council for an integrated homelessness service combining responsive street outreach, housing navigation and floating support in shared accommodation. A credible future supplier would need practical experience supporting rough sleepers and single homeless people, with the ability to help service users become tenancy-ready, secure positive housing outcomes and sustain independent tenancies. It would also need to manage support across multiple shared properties and coordinate reliably with statutory, health, housing, substance-misuse and community organisations. The evaluation places greater emphasis on quality and social value than on price, so evidence of effective outcomes, partnership working and wider community benefit would be important. The requirement is suitable for SMEs and VCSE organisations, as demonstrated by the competitive field and the selected VCSE supplier.
