Community Health Improvement and Lifestyle Service
Notice Description
The Commissioner intends to procure a provider to deliver the lifestyle and clinical elements of the Community Health Improvement and Lifestyle Service identifying a single accountable provider responsible for delivering an integrated service to the defined cohorts.<br/><br/>The preferred provider will hold overall accountability for service delivery and outcomes and may deliver services directly or work in partnership with other organisations, including Voluntary, Community, Faith and Social Enterprise organisations (VCFSE), primary care and pharmacy providers, where appropriate; however, overall accountability will remain with the preferred provider. <br/><br/>The service must operate as part of a wider integrated pathway, and providers should refer to the specification for full details of the service model and eligible population. Whilst reference is made within the service specification to digital interoperability and functionality, the digital platform and associated support services will be procured separately and are outside the scope of this requirement.

The preferred provider will hold overall accountability for service delivery and outcomes and may deliver services directly or work in partnership with other organisations, including Voluntary, Community, Faith and Social Enterprise organisations (VCFSE), primary care and pharmacy providers, where appropriate; however, overall accountability will remain with the preferred provider.
The service must operate as part of a wider integrated pathway, and providers should refer to the specification for full details of the service model and eligible population. Whilst reference is made within the service specification to digital interoperability and functionality, the digital platform and associated support services will be procured separately and are outside the scope of this requirement.
The intention is to award a contract using the Most Suitable Provider Process. As a result of this process, a contract will awarded to the most suitable provider for a period of 3 years.
It is anticipated that the service provision resulting from this process will have a total value of PS3,750,000.
The Commissioner requires interested organisations to submit a formal expression of interest in the form of a completed and returned Expression of Interest Form (EoI Form). The submission of a completed EoI form will allow the Commissioner to consider your organisation for assessment as part of the Most Suitable Provider (MSP) process. In order to be considered, your completed EoI form must be completed via the eProcurement portal (see details in II.2.14 below) by 5pm on 16th July 2026. Additional information: This is a Provider Selection Regime (PSR) intended approach notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. FOr the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this procurement.
