Summary of the contracting process

Swindon Borough Council procured overnight short-break respite and residential accommodation and support for disabled children and young people with special educational needs and disabilities. The requirement combines overnight respite for families with residential care for children and young people with complex needs and disabilities. Services include social work with accommodation and welfare support for children and young people. Delivery is within Swindon, where the provider is expected to operate a short-break overnight respite and complex-needs residential home. The contracting authority is Swindon Borough Council. This is a specialist children’s social care and supported accommodation requirement, suited to providers able to deliver residential care, respite provision, safeguarding and support for children with complex needs and disabilities.

The procurement is complete and was run as an above-threshold open procedure under the light-touch regime. One bid was received and John Edwards Care Homes Ltd was selected for the single lot. The award was made on 9 September 2026 at £7,000,000 excluding VAT (£8,400,000 including VAT). The awarded contract period is 25 September 2026 to 24 September 2027, with an option for two 24-month extensions, allowing a maximum end date of 24 September 2031. A standstill period ends on 23 September 2026, with contract signature scheduled for 24 September 2026. The tender response deadline was 29 July 2026 at 12:00 UK time; clarification questions closed on 22 July 2026 at 12:00. Evaluation weighted price at 20%, mobilisation quality at 30%, services and outcomes at 20%, flexibility at 20% and social value at 10%.

The award demonstrates demand from Swindon Borough Council for a dedicated provider combining overnight respite with residential care for disabled and SEND children, including children with complex needs. A credible future competitor would need an established residential care operation within Swindon and the ability to provide safe, reliable overnight support for children and young people. The evaluation shows that mobilisation capability is particularly important, alongside the quality of services and outcomes and the ability to respond flexibly to families’ and children’s needs. Providers should also be able to evidence meaningful social value delivery and offer a competitive price. The opportunity is most relevant to experienced specialist children’s social care organisations with sufficient operational capacity to maintain accommodation, staffing, safeguarding and continuity of care.
