Summary of the contracting process

The Department for Environment, Food and Rural Affairs (Defra) procured atmospheric ozone and ultraviolet radiation monitoring, analysis and technical support services across monitoring sites in the UK. The requirement covers environmental monitoring other than construction-related monitoring, including daily column ozone and UV-B observations, quality assurance and quality control, and support for national and international reporting obligations. The work is delivered for Defra’s UK monitoring network. The selected supplier is The University of Manchester, a large organisation based in Manchester. This is a specialist environmental science and technical services requirement for suppliers able to operate or support atmospheric monitoring systems, analyse ozone and UV radiation data, maintain data quality, and provide reporting support to public-sector and international programmes.

The procurement is complete and the contract has been awarded through a direct award under Schedule 5, paragraph 7 of the Procurement Act 2023. Defra justified using the existing supplier because changing supplier would create different or incompatible services and disproportionate technical difficulties in operation or maintenance. One lot was completed. The award date was 24 June 2026, with an awarded value of £280,426.47 excluding VAT and £336,511.76 including VAT. The contract was signed on 28 July 2026 and runs from 24 July 2026 to 31 March 2027. The active contract has the same value and period.
