Summary of the contracting process

Yorkshire Housing Limited is planning a regional materials supply contract for its Homes team, supporting approximately 20,000 social homes across Yorkshire. The requirement covers construction and building materials, gas and heating supplies, electrical materials, and associated products including plumbing, heating and wood-based construction materials. Waste disposal is included within the existing managed service context. Delivery is expected across the whole Yorkshire region. The buyer is considering dividing the requirement into three lots: building materials; gas and heating supplies; and electrical materials. This is a goods procurement intended to support housing maintenance and related works rather than a construction project itself.

This procurement is at the planning stage and is not an invitation to tender. Yorkshire Housing is carrying out preliminary market engagement while developing the specification. In-person supplier sessions are planned at its Leeds premises on 19, 25 and 26 August 2026, with limited places; engagement details were requested by 3 August 2026. The buyer expects a future notice by 30 September 2026. The estimated total value is £30 million including VAT. The planned contract period is 1 April 2027 to 31 March 2031, with a possible extension to 31 March 2033 and renewal rights. The existing managed service has expenditure of approximately £5 million per year and is due to expire shortly.

The engagement is suited to material distributors, merchants and specialist suppliers able to support social housing maintenance at scale across the whole of Yorkshire. Relevant capability may include supplying building and construction materials, gas and heating products, plumbing materials, electrical materials, or several of these areas. Suppliers should be able to explain, in no more than one A4 page, which potential lot or lots interest them and how they would fulfil requirements across the region. The buyer is considering a three-lot structure, which may suit both broad-line providers and specialists. Voluntary, community and social enterprises are identified as suitable participants. The planned in-person sessions provide an opportunity to inform the developing specification.

We are currently underway with our Materials specification development for Yorkshire Housings Homes team. We have in place a managed service at a spend of approximately PS5m per annum, for all materials requirements and waste disposal. This will expire shortly, and we are offering the opportunity for interested suppliers to attend a session at our premises in Leeds. Sessions are planned for 19th, 25th and 26th August, the number of sessions are limited, and are required to be in person. Yorkshire Housing manage around 20000 social houses, covering the whole of the Yorkshire Region, we therefore are interested in suppliers that can facilitate material supplies across the whole of the Yorkshire Region. We are looking at the potential to divide the requirements into Lots, 1: Building Materials, 2: GAS AND HEATING supplies, 3: Electrical Materials. We will have specific elements that will be communicated to be delivered on the day. However should you wish to attend a session, please provide, no more than one A4 side, of the Lot(s) you would be interested in and a brief description of how you will supply our requirements across Yorkshire PLEASE SEND YOUR DESCRIPTION ON A MESSAGE RATHER THAN A SUBMISSION AS THE SYSTEM HAS SUBMISSIONS LOCKED UNTIL 3RD AUGUST, AND SLOTS ARE LIMITED
