Summary of the contracting process

The Department for Transport commissioned a statistical observation survey of seatbelt wearing and mobile phone use by drivers and front-seat occupants on roads across Great Britain. The work supports monitoring of the Road Safety Strategy and continuing estimates of compliance with current legislation. The appointed service provider is responsible for collecting survey data, supplying data tables and producing a report for publication on GOV.UK. This is a technical research and data-collection service, classified under CPV 71356000 (technical services). The buyer is a UK central government department based in London, while survey activity and its outputs cover Great Britain. The requirement follows earlier surveys, including the latest conducted in 2023.

The procurement is complete and was awarded through a competitive selective procedure under a framework agreement. There was one lot. The contract was awarded to Aecom Limited on 14 July 2026 and signed on 24 July 2026. The contract runs from 27 July 2026 to 2 August 2027. Its value is £300,000 excluding VAT and £360,000 including VAT. The contract requires delivery of the survey, data tables and accompanying report, with performance monitoring covering reporting timeliness and communications. During data collection, progress and issues are to be reported daily by 11am on the following weekday; weekly progress reports are required thereafter by 3pm each Friday, alongside regular meetings. The contract requires 98% reporting compliance.

This procurement indicates recurring demand from the Department for Transport for field-based road safety observation research, statistical data collection and publication-quality reporting. Suppliers well placed for similar work would need to design and run surveys at locations across Great Britain, observe driver behaviour and seatbelt use consistently, manage substantial operational data collection and produce reliable tables and a clear analytical report. Credibility would depend on robust statistical methods, quality assurance, dependable fieldwork coordination and the capacity to provide daily progress reporting during intensive collection periods. Suppliers should also be able to maintain structured communication with a central government client, attend regular review meetings and meet demanding reporting-performance standards. Experience delivering public road safety or transport research would be directly relevant.
