Summary of the contracting process

Natural England is commissioning a research and evaluation services project, “Building the Evidence Base: Outcomes for Nature are Greater with People Input – Phase 2”. The work will compare case-study sites across England, examining different approaches to community engagement and nature recovery activity. It is intended to strengthen the evidence base and develop best practice on how individuals and communities can contribute to nature recovery. The findings should support practical actions that increase engagement at both community and individual level. The buying organisation is Natural England, a central government public authority. Delivery is across England. The requirement is classified as test and evaluation services (CPV 73430000) and is presented as suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

The procurement reached tender: Natural England invited quotations through a below-threshold open competition. There is one lot. The estimated value is £18,333 excluding VAT, or £22,000 including VAT. The contract is scheduled to run from 17 September 2026 to 1 March 2027. Clarification questions were to be submitted by 09:00 on 25 August 2026, and quotations were due by 16:00 on 2 September 2026. Bidders must provide a quotation meeting the Request for Quotation requirements and send it by email. The published submission terms state that electronic submission is not allowed. Award criteria are set out in the RFQ, which contains the full evaluation details. A draft contract and commercial response form are also provided.

This opportunity suits research, evaluation and consultancy suppliers with experience of building evidence bases and assessing outcomes in environmental or nature-recovery programmes. Strong candidates will be able to design and deliver comparative analysis across case-study sites, work with differing levels and types of community engagement, and interpret how individual and community action contributes to nature recovery. The work calls for capability in qualitative or mixed-method evaluation, evidence gathering, analysis and clear reporting, although the source does not prescribe specific accreditations or staff qualifications. Suppliers should have the capacity to complete a focused project for a central government client within the stated contract period. The requirement is expressly suitable for SMEs and voluntary, community and social enterprises, making it relevant to specialist research organisations as well as larger consultancies.
