Summary of the contracting process

The Improvement and Development Agency for Local Government is procuring SEND Improvement Adviser associate support for the Local Government Association’s children’s services leadership programme. The requirement is development consultancy services focused on special educational needs and disabilities (SEND) improvement, reform readiness and leadership at political, corporate and partnership levels. Advisers will work with councils, corporate and political leaders, children’s improvement teams and regional improvement and innovation alliances. The work includes peer-led improvement, leadership development, constructive challenge, partnership working, identifying capacity and readiness gaps, sharing good practice, producing guidance, tools and case studies, and monitoring programme impact. Delivery is across the United Kingdom, supporting national, regional and local activity.

The process has reached tender: the buyer invited offers through a below-threshold open competition. Enquiries were due by 25 July 2026 at 5:00pm UK time, and tender submissions were due by 6 August 2026 at midday UK time through the electronic procurement platform. There is one lot. The contract is scheduled to run from 17 August 2026 to 31 March 2027, with an option at the buyer’s discretion to extend it to 31 March 2028. Its estimated value is £42,000 excluding VAT, or £50,400 including VAT. The requirement covers up to three adviser roles, with each providing up to 60 days at a day rate of £700. Quality responses are scored from zero to four, based on confidence in compliance, robustness and delivery of outputs.

This opportunity suits small and medium-sized consultancy practices and experienced independent advisers with substantial SEND improvement expertise. Strong candidates will be able to advise councils and senior political, corporate and partnership leaders, assess reform readiness and improvement capacity, and support system-wide change. The work calls for credible experience of peer-led improvement, leadership development, children’s services, partnership working and constructive challenge at local and regional level. Suppliers should be capable of building trusted relationships across councils, improvement teams and regional alliances, while identifying emerging themes, good practice and innovation. They will also need to collaborate across a wider adviser team, contribute to guidance and practical tools, support commissioning of additional expertise, and monitor and evaluate programme outcomes. Up to three suppliers may be appointed.
