Summary of the contracting process

The Mayor’s Office for Policing and Crime, for the Metropolitan Police Service, intends to procure a commercial and production partner for Device 6820, an in-house designed product. The requirement covers advice and production support, including recommendations on effective manufacturing methods, prototyping and assembly. The aim is to enable the device to be produced efficiently and to a suitable quality in larger quantities by an appointed partner. This is a goods requirement covering electrical, electronic, electromechanical and electrotechnical equipment and supplies. Delivery is expected in the United Kingdom. The work is relevant to manufacturers, product development companies, engineering firms and production partners able to move an internally designed device from development through to repeatable, larger-scale manufacture.

This procurement is at the planning stage: the buyer has announced its intention to use a below-threshold open competition, with one planned lot. The estimated value is £170,000 excluding VAT (£204,000 including VAT). The anticipated contract period is 16 November 2026 to 31 December 2028, with an extension available to 31 December 2029 if needed to complete delivery. The buyer expects supplier engagement to take place before the tender stage. Suppliers are expected to express interest by 11 September 2026, with the tender process anticipated to follow and responses expected by 23 October 2026 at 5pm. The buyer expects the next notice on 21 September 2026. Electronic submission will be allowed.

The requirement should suit a supplier with practical experience in product industrialisation, manufacturing engineering and production scale-up. Strong candidates are likely to be able to assess an existing product design, advise on manufacturability, develop and test prototypes, define or improve assembly processes, and establish reliable production for larger quantities. Capability across electrical, electronic, electromechanical or electrotechnical manufacture is particularly relevant. The buyer is looking for a partner able to combine commercial advice with hands-on production support, rather than a supplier of standard catalogue goods alone. Businesses preparing to participate should be ready to demonstrate relevant product development and manufacturing experience, quality-controlled production capability, and the capacity to support delivery through the planned contract period. Procurement documents will require a signed non-disclosure agreement before further requirement details are provided.
