Summary of the contracting process

Stockport NHS Foundation Trust commissioned a hospital discharge service supporting patients and their families after acute intervention. The service is intended to enable safe, timely discharge under the Home First approach, helping patients leave hospital sooner and supporting the Trust’s capacity. Delivery is centred on Stepping Hill Hospital in Stockport. The selected provider is Age UK Stockport, a local small and medium-sized enterprise based in Stockport. The work includes continuity of service, with cover for staff leave or sickness, reporting against agreed performance measures, exception reports where standards are not met, at least four case studies each year, and quarterly discussion of service pressures and priorities. The service also supports access, reduces health inequalities and facilitates patient choice through a locally delivered solution.

The procurement is complete and the contract was awarded to Age UK Stockport under Direct Award Process C of the Provider Selection Regime, using a limited procedure without prior publication of a competition. The decision followed completion of the standstill period on 15 July 2026 without challenge. The contract was signed on 30 June 2026 and runs from 1 July 2026 to 30 June 2027. Its value for the initial period is up to £115,007.15 including the stated contract value in GBP. The award rationale cites the absence of competition for technical reasons, the provider’s safe and efficient existing service, capacity, value, collaboration with the Trust and contribution to sustainable discharge. Price was the stated award criterion. One bid was recorded.

This award shows that Stockport NHS Foundation Trust values a locally embedded hospital discharge provider able to work directly with clinical and operational teams. A credible future competitor would need experience supporting patients and families after acute intervention, with a demonstrable ability to enable safe and timely discharge while meeting national standards. Evidence of reliable capacity and service continuity would be important, including arrangements covering staff absence and preventing disruption. The buyer also values proven value for money, established local processes, collaborative working and sustainable delivery. Suppliers should be able to monitor performance, provide exception reports when standards are missed, produce regular case studies and participate constructively in review meetings. Understanding health inequalities, access and patient choice, alongside the ability to provide a responsive local solution, would strengthen a competing offer.
