The Royal Borough of Greenwich is reviewing and recommissioning specialist community and homecare services for children and young people with care and support needs. The services will support children and young people with special educational needs and disabilities, including complex health needs, physical disabilities, learning disabilities, autism, sensory impairments and other additional support needs. Delivery will take place in children’s family homes and community settings across the Royal Borough of Greenwich in London. The intended outcomes include keeping children and young people safe, healthy and independent within their families and communities, while improving quality of life through person-centred care. This is a service procurement in the health and social work sector, including partnership working with families, schools, health services and social care professionals.

This procurement is at the planning stage and is currently intended to inform a future commissioning and procurement exercise; it is not an invitation to tender. The Council expects the arrangement to run from 25 October 2027 to 25 October 2035, for one planned lot. The lot is marked as suitable for small and medium-sized enterprises and voluntary, community and social enterprises. The procurement is subject to the light-touch regime and is above the relevant threshold. A provider engagement event is scheduled for 11 August 2026 from 1pm to 2.30pm via Microsoft Teams, with registration requested by 10 August 2026. The Council will use engagement to explore service models, innovation, workforce requirements and future commissioning intentions.

This will suit specialist homecare and care providers with experience supporting children and young people with complex needs, including SEND, complex health conditions, physical or learning disabilities, autism and sensory impairments. The Council is also seeking views from voluntary and community organisations, charities, community interest companies and providers looking to develop or expand in this field. Strong candidates are likely to need a skilled and appropriately trained workforce able to deliver safe, flexible, high-quality care in family homes and community settings. Experience of person-centred support, promoting independence and positive outcomes, and working closely with families, schools, health services and social care will be relevant. Providers should be prepared to contribute practical insight on service challenges, improvement, innovation and sustainable delivery as the future model is developed.

As part of the Council's wider review and recommissioning of Community and Homecare services, we are seeking to engage with current and prospective providers to better understand the market, explore innovative approaches to service delivery, and inform the future development of commissioned services for children and young people with care and support needs. This engagement event will provide an opportunity to discuss the unique requirements associated with delivering Homecare services to children and young people with special educational needs and disabilities (SEND), including those with complex health needs, physical disabilities, learning disabilities, autism, sensory impairments and other additional support needs. The Council recognises that supporting children and young people to remain safe, healthy and independent within their family and community networks requires a specialist and highly skilled workforce, alongside strong partnership working with families and professionals. The event is open to all providers with an interest in delivering services to children and young people. We are particularly keen to engage with organisations that have experience of supporting children with complex needs, specialist care providers, voluntary and community sector organisations, charities, community interest companies (CICs), and providers who are interested in developing or expanding services within this area. The Council is committed to ensuring that children and young people receive high-quality, person-centred care that is responsive to their individual needs and aspirations. We recognise the vital role that providers play in supporting children and families and are keen to hear directly from the market about what works well, where challenges exist and how future services can be designed to achieve the best possible outcomes.

Opportunities for innovation and flexible models of support. Potential commissioning intentions and future procurement opportunities. Challenges currently experienced by providers and opportunities for service improvement. The Council is committed to ensuring that children and young people receive high-quality, person-centred care that is responsive to their individual needs and aspirations. We recognise the vital role that providers play in supporting children and families and are keen to hear directly from the market about what works well, where challenges exist and how future services can be designed to achieve the best possible outcomes. This event will be interactive in nature and will provide attendees with the opportunity to ask questions, share experiences and contribute to discussions that will help shape the future direction of specialist Homecare services for children and young people in Greenwich. All discussions and proposals remain at an early stage and are intended to inform the Council's thinking as part of its wider recommissioning programme. Feedback gathered during this engagement activity will help ensure that any future service model reflects the needs of children, young people and families, whilst supporting a sustainable and high-quality provider market.
