Summary of the contracting process

Bristol City Council intends to commission a Rough Sleeping Navigators Service in Bristol. The service will support people with a history of rough sleeping who face multiple disadvantages and barriers to accessing accommodation and support services. The provider will help people navigate different systems, connect with relevant accommodation and support, and advocate for positive outcomes. This is a public service combining housing support with health and social work. The requirement is intended for organisations able to work directly with people experiencing complex needs, coordinate across services and provide practical, person-centred advocacy. Delivery is associated with Bristol and the surrounding council service area. The procurement is being treated as a light-touch social and other specific services requirement.

This procurement is at the planning stage: Bristol City Council has stated its intention to procure and has not yet issued an invitation to tender. The council expects to hold a virtual supplier engagement event on 15 September 2026, from 10.30 to 11.30am, to discuss the scope, procurement approach and questions before a formal tender. The planned contract has one lot and is expected to run from 1 April 2027 to 31 March 2029. Its estimated value is £517,835 excluding VAT, or £621,402 including VAT. The procurement is below the applicable threshold. The service is classified as housing services and health and social work services. A formal tender is intended to follow the engagement activity.

This will suit providers experienced in supporting people affected by rough sleeping and multiple disadvantage, particularly organisations that combine housing expertise with health or social care knowledge. Strong candidates are likely to understand the barriers that prevent people accessing accommodation and support, and to have the practical capability to help service users navigate public, housing and support systems. The council is looking for a service that can advocate effectively for positive outcomes, so experience of partnership working, coordinated case support and person-centred engagement will be relevant. Providers should use the planning period to consider how they would deliver navigation and advocacy across Bristol, demonstrate outcomes for people with complex needs, and contribute informed views during the supplier engagement before the formal tender is issued.
