The Department of Health and Social Care, through the Office for Health Improvement and Disparities, is planning an evaluation of a London pilot intended to improve access to inpatient detoxification and residential treatment for people experiencing rough sleeping. The work is a mixed-methods research and evaluation service, combining quantitative analysis of pathway and outcome data with qualitative research involving people using the service and professionals involved in referrals, treatment, residential rehabilitation and commissioning. The evaluation will examine how effectively the pilot supports access to treatment, the outcomes for service users and practical lessons for future policy and service delivery. Suppliers are being asked to provide feedback and complete a capability assessment; the engagement is expected to close on 3 August 2026. A subsequent notice is expected on 20 August 2026, although the final procurement route is still being considered and may involve a dynamic purchasing system. If that route is used, invitations would be limited to suppliers on the system meeting the relevant filters and having completed the capability assessment. The maximum available budget is £200,000 including VAT (£160,000 excluding VAT). The planned contract period is 31 October 2026 to 30 October 2027.

The work is likely to suit research consultancies, universities, evaluation specialists and social research organisations able to combine robust quantitative analysis with qualitative research. Relevant preparation includes demonstrating capability in analysing health and social care pathway and outcome data, designing mixed-methods evaluations, and gathering credible insight from people experiencing rough sleeping and from professionals across referral, treatment, residential rehabilitation and commissioning services. Suppliers with experience of substance-misuse treatment, inpatient detoxification, residential rehabilitation, homelessness, rough sleeping, community health or related public services should be well placed to respond. The buyer is specifically seeking evidence of market capability and capacity, views on draft specifications and the proposed procurement approach, and identification of barriers to participation. SMEs and voluntary, community or social enterprises are expressly considered suitable. Interested suppliers should complete the capability assessment during the engagement phase to prepare for any later competition.
