Summary of the contracting process

Buckinghamshire Council is developing a seven-bed overnight short break and respite service for working-age adults with learning disabilities, physical disabilities and/or autism. The service will provide overnight support in Aylesbury and is intended to inform the Council’s understanding of market interest, supplier views, service design and the future commissioning model. It is a social care and related support service, within the light-touch regime. The Council is the commissioning organisation. The work will be delivered in Aylesbury, Buckinghamshire, for adults of working age who need overnight short breaks or respite because of disability or autism. The planned service is a single requirement rather than a series of separate service areas.

This procurement is at the planning stage and the Council is undertaking preliminary market engagement through a Request for Information. The Council expects the next notice to be published on 18 January 2027. The RFI engagement is scheduled to close at noon on 7 August 2026, and suppliers are asked to respond through the Council’s procurement portal. The planned service is one lot, with an anticipated contract period from 1 September 2027 to 31 August 2030. The Council may renew or extend the arrangement up to 31 August 2033. The procedure and award method have not yet been settled; the engagement is intended to help develop the service and commissioning model before the future procurement.

The engagement will suit providers of overnight short break, respite or supported care services for working-age adults with learning disabilities, physical disabilities and/or autism. It is particularly relevant to small and medium-sized enterprises and voluntary, community or social enterprises, which the Council has identified as suitable participants. Providers with experience designing and operating seven-bed residential or community-based support services should be well placed to contribute useful market insight. Relevant preparation includes considering staffing, safeguarding, accommodation, overnight support, person-centred care and the needs of people with multiple disabilities. Suppliers can also prepare views on the practical delivery model, service outcomes, commissioning approach and market capacity that the Council should consider before issuing a future procurement.
