Summary of the contracting process

The public procurement process outlined involves the award of a contract under the Health Care Services (Provider Selection Regime) Regulations 2023 by the West Hertfordshire Hospitals NHS Trust (WHTH) for the "CLCH Virtual Hospital" project. This initiative is categorized within the health services industry and is located in the UKH region. The procurement has reached the award stage, with the contract valued at £12,000,000 and signed on 21st July 2026. The Central London Community Healthcare NHS Trust (CLCH) is the awarded supplier, continuing its role in delivering this innovative virtual hospital service, which has expanded to include treatments beyond Covid-19 to conditions like heart failure, COPD, and acute respiratory infections. The procurement used a limited method, specifically a direct award process, and representations concerning the decision must be made by 31st July 2026.

This contract presents significant business growth opportunities, particularly for entities involved in health care services and remote patient monitoring technologies. Companies with robust solutions in virtual health care delivery or partnerships with NHS Trusts would be well-suited to explore similar procurement opportunities. The successful collaboration between WHTH and CLCH highlights the value of established partnerships and innovation in service delivery, emphasizing the importance of experience and trust in securing and executing such contracts. Businesses with expertise in these areas and a track record with similar NHS service provisions could leverage this opportunity to expand their footprint in the health services sector.

Notice of intent to Award Contract Direct Award Process C
"The West Herts Virtual Hospital (often called ""Hospital at Home"") was established on March 13, 2020. It was launched by WHTH in partnership with CLCH as the UK's first Covid-19 virtual hospital to prevent Watford General from being overwhelmed.

Since then, the pioneering model has evolved beyond Covid-19 to treat patients with heart failure, COPD, and acute respiratory infections.
"The service was established 13 March 2020 jointly between WHTH and CLCH.

CLCH are an existing provider of community services for the West Herts and wider Central East ICB area. They currently provide or jointly provide with WHTH:
- The West Herts Virtual Hospital, established March 2020
- the ICBs Adult Community Care service (since 2019)
- the ICBs Community Respiratory Service (since 2014).
- HCP - Proactice care service (since September 2025)

CLCH are also partners within the South and West Herts Health Care Partnership (HCP), a collaboration with local NHS bodies, councils, and charities to deliver seamless, joined-up care, reduce health inequalities, and improve the health outcomes of your specific geographic population.

With the current relationships within the HCP and the existing joint working relationship in other service delivery areas already established, since 2014 for Respiratory and 2020 for Virtual Hospital, we believe CLCH remains an ideal partner to continue to deliver the Virtual Hospital service.
