Summary of the contracting process

Staffordshire County Council is seeking a single lead provider to coordinate and deliver a countywide programme of short-break activities and support for children and young people with special educational needs and disabilities, from birth to age 17, and their families and carers. The service combines a general targeted offer with enhanced support for those with greater needs. Activities should be enjoyable and age-appropriate, encourage inclusion, independence, confidence, wellbeing, friendships and community participation, and give carers meaningful breaks. Provision should include indoor and outdoor opportunities where appropriate, taking place in safe and welcoming settings. Delivery covers Staffordshire, including rural and less populated areas, and may be provided directly by the lead provider or through delivery partners.

The buyer invited offers through an open procedure for one lot. The deadline for questions was 16 November 2026 at 23:59 UTC; bids were due by 23 November 2026 at 12:00 UTC. The planned contract runs from 1 April 2027 to 31 March 2030. Its estimated value is £979,890 excluding VAT (£1,175,868 including VAT). Evaluation is weighted 60% price and 40% quality. Participation requires bidders to meet economic and technical conditions set out in the procurement questionnaire. The contract includes a right to make additional purchases while it is in force, and provision for renewal. Electronic submission is permitted, and bids must be in English. The award decision was scheduled for 14 January 2027.

This opportunity is suited to providers able to manage a countywide service for children and young people with SEND, including those with complex needs, and to coordinate delivery across a network of local organisations if required. Strong bids will need to show how provision can reach all districts and boroughs, address rural access and gaps in support, and include groups facing barriers to participation. Relevant strengths include designing flexible, age-appropriate activities; building safe, welcoming environments; working effectively with families, professionals and community organisations; and supporting inclusion, independence and social connection. Providers should be able to gather feedback, co-produce improvements, monitor participation and unmet demand, assure quality and respond to changing needs. The lead provider carries overall accountability for coordination, performance and service quality.
