The FCDO plans a virtual engagement session to explain its tentative requirements, proposed procurement process, possible evaluation criteria and project timelines, while seeking market feedback. Suppliers are expected to register interest by 13 August 2026; the engagement is planned for 17 August 2026, with a subsequent notice anticipated on 24 August 2026. The estimated value is £250,000 gross. The contract is anticipated to run from 1 December 2026 to 30 November 2030, with two optional two-year extensions, giving a maximum term to 30 November 2034 subject to performance and continuing need. There is one planned lot.

The work is suited to licensed fuel suppliers able to provide dependable automotive fuel access across Saudi Arabia, including Riyadh and Jeddah. Strong candidates will have an extensive nationwide fuel-station network, reliable supply arrangements and the operational capacity to maintain uninterrupted availability for an official vehicle fleet. Experience in fuel account administration, transaction tracking and efficient fuel management would support the buyer’s stated requirements. Suppliers should also be able to provide responsive, consistent customer service across multiple locations and demonstrate operational flexibility as Embassy needs change. The lot is identified as suitable for small and medium-sized enterprises and voluntary, community or social enterprises, although the nationwide coverage requirement means participants may need an established network or credible delivery partnerships. Notice Description

The Foreign, Commonwealth and Development Office (FCDO), represented by the British Embassy in Riyadh (Kingdom of Saudi Arabia) intends to appoint a suitably qualified and licensed fuel supplier capable of providing uninterrupted supplies of automotive fuel for Embassy's official vehicle fleet through an extensive network of fuel stations operating in Riyadh, Jeddah, and throughout the Kingdom of Saudi Arabia.The supplier must be able to provide reliable nationwide coverage to support the Embassy's operational requirements across all locations. The contract is anticipated to be awarded for an initial period of Four (4) years, with two optional extentions of two (2) years each, with maximum contract term of 8 years in total, subject to satisfactory supplier performance and continued business requirement at British Embassy in Riyadh. Suitable and interested fuel suppliers are invited to participate in a Market Engagement Event. During this event, the FCDO will present its requirements, provide an overview of the proposed procurement process, and seek feedback from the market to help refine the requirement and ensure the resulting contract delivers best value for money, operational flexibility, reliable fuel availability, efficient fuel management, and high-quality service provision for BE Riyadh's vehicle operation.
