Summary of the contracting process

Northumberland County Council is developing a future care and support service for Extra Care Housing. The procurement concerns social work services with accommodation, covering care and support for people living in extra care housing in Northumberland. The council is seeking provider input to shape the future service specification before it proceeds to the market. This is a public-sector services requirement under the light-touch regime. The planned arrangement is associated with a dynamic purchasing system, indicating that the council expects a flexible purchasing approach for eligible care and support providers. Businesses operating extra care housing, supported accommodation, social care or related accommodation-based support services should consider whether their service model and local delivery capability align with the council’s emerging requirements.

This process is at the planning and preliminary market-engagement stage; it is not an invitation to tender. The council expects providers to complete a Market Engagement Questionnaire by 7 August 2026 and has planned a Provider Engagement Event at County Hall, Morpeth, at 1pm on 19 August 2026. The engagement milestone is scheduled to run through 31 August 2026. The council expects the next notice to be published on 1 October 2026. The single planned lot has an indicative contract period from 1 April 2027 to 31 March 2034. The procurement is above the applicable threshold, but no estimated budget or contract value is stated. Providers are being asked for views that will inform the future service specification and procurement approach.

This will suit organisations with established experience delivering care and support to residents of Extra Care Housing, particularly providers combining social care with accommodation-based services. Relevant businesses may include extra care housing operators, social care organisations, supported-living providers and specialist accommodation providers with the operational capacity to support people over a sustained service period. The market engagement gives providers an opportunity to explain how services can be designed and delivered, identify practical requirements and influence the council’s developing specification before formal competition. Suppliers preparing should be ready to describe their care model, staffing approach, safeguarding arrangements, partnership working and ability to operate in Northumberland. The council has not set out specific accreditations or qualifications at this stage.
