            "noLotsDivisionRationale": "Our reasons for not awarding this contract by lots are: a) Following assessment, it has been determined that lotting would not provide the optimal commercial outcome or operational flexibility for the organisation. b) The requirement is for the provision of general Managing Agent Services across Clarion / Latimer's diverse property portfolio. The intention is to establish a broad framework of suitably qualified Managing Agents capable of delivering services across different property types and locations, rather than procuring separate specialist arrangements. c) Dividing the framework into Lots would unnecessarily restrict supplier participation and could result in suppliers being excluded from opportunities where they have the capability to deliver services across multiple regions and estate types. By establishing a single framework, Clarion can maximise the number of appointed Managing Agents, increasing competition at call-off stage and providing greater choice to operational teams."
