Summary of the contracting process

Kent County Council is currently in the tender stage, seeking a supplier for its Road Condition Monitoring Contract. This contract involves undertaking road condition and SCRIM surveys across the entire highway network, using PAS 2161 and BS 7941-1 standards. The opportunity is open for submissions via the Kent Business Portal until 1st September 2026, with the contract scheduled to begin on 1st November 2026 and potentially extend to 31st October 2032. Valued at £936,000 with a gross amount of £1,123,200, the project is located in the United Kingdom, specifically in the Maidstone area in region UKJ4. The procurement follows an open, competitive flexible procedure with a focus on service delivery and includes participation, initial tender, negotiation, and final tender submission stages.

This tender offers a significant opportunity for businesses in the highways engineering and surveying services industry to secure a long-term contract with a major public authority. Companies equipped with the capabilities to perform end-to-end surveys using advanced equipment and skilled personnel will find this an excellent chance to expand their service offerings and client base. The contract also supports potential growth areas such as providing training and technical support for bespoke footway condition surveys. Small and medium-sized enterprises (SMEs) are especially encouraged, considering the procurement process values competitive pricing above the Minimum Quality Threshold. This could be a strategic move for businesses aiming to enhance their market presence and establish robust partnerships within the UK's public sector.

Notice Title

Road Condition Monitoring Contract

Notice Description

Kent County Council are looking for a supplier to undertake Road Condition Monitoring (RCM) surveys in accordance with PAS 2161 and SCRIM surveys in accordance with BS 7941-1, and to provide all associated survey data and outputs to the Council. The contract will support the Council's transition from SCANNER and CVI surveys to RCM surveys across the entire highway network. The contract is to deliver these surveys as an end-to-end service, with surveys undertaken by the supplier, and/or their supply chain, using their own equipment, vehicles and staff. Although not directly part of this commission, the Council is also implementing a bespoke footway condition survey, to be undertaken by Council staff. There is the potential for additional support to this in the form of training and/or survey data collection hardware/software being explored further and if possible, added to this commission in future. The quantities of survey works indicated through the contract cost model (pricing schedule) are not a guarantee of a specific quantity of works. The Council reserves the right to change the volume of survey work delivered through this contract. However, without a change in the DfT's RCM reporting requirements, the Council do not currently anticipate needing to make significant changes to the quantities of survey works.
