Summary of the contracting process

The Royal Borough of Greenwich is buying a school health and wellbeing service for children and young people in the borough. The work is classified as community health services and is intended to provide the Council’s NextGen school health and wellbeing provision. Delivery is in London, within Greenwich. The service has been re-procured from an existing provider, and the selected supplier is Bromley Healthcare Community Interest Company. This is a borough-wide healthcare service rather than a supply of goods or construction work. The requirement may suit organisations with experience delivering community-based health services for school-age children and young people, and the ability to provide the service across the borough.

The procurement has reached the intention-to-award stage following a competitive open procedure under the Provider Selection Regime; the contract is subject to an eight-working-day standstill and is not yet formally awarded. Greenwich selected Bromley Healthcare Community Interest Company. The award is dated 4 November 2026 and is valued at £10,014,104 excluding VAT, including the extension options. The contract is due to run from 1 April 2027 to 31 March 2032, with the Council able to extend it by up to four years, to 31 March 2036. Providers could make representations by midnight on 16 November 2026. One lot was evaluated, with quality weighted at 80% and price at 20%. Two bids were received; one reached the final stage.

For suppliers that did not win, this outcome demonstrates established demand from Greenwich for a substantial, borough-wide school health and wellbeing service, and confirms that the Council used a competitive open route under the Provider Selection Regime. The selected provider is Bromley Healthcare Community Interest Company, and the service was re-procured from an existing provider. A credible competitor when this requirement next returns would need a track record delivering community health services for children and young people, the operational capacity to cover Greenwich schools and the wider borough, and a strong service-quality proposition. Quality carried considerably more weight than price in the evaluation, so evidence of effective delivery and suitable clinical and service management capability would be important alongside competitive pricing. The opportunity was suitable for SMEs and voluntary, community and social enterprises.
