Summary of the contracting process

North Northamptonshire Council conducted a procurement process titled "Call off for the Provision of E-Cigarettes - Direct to Client", focusing on the health and social work services category. This procurement aimed to secure services for a stop smoking service located in region UKF25. The process reached the award stage, with a contract being signed on 31st March 2026. The contract, valued at £175,000, was awarded to Dinner Lady Farm Ltd and will begin on 1st October 2026, lasting for 2 years and 6 months with an optional extension of 1 year, totalling up to 3 years and 6 months. This procurement was a result of a mini competition under the existing framework for Nicotine Replacement Therapy (NRT) Products and E-Cigarettes, conducted with a limited procurement method due to specific directive exemptions.

This tender presents significant business opportunities for suppliers of health-related devices, particularly those providing e-cigarette starter kits suitable for adults undergoing smoking cessation programmes. Businesses that can ensure reliable and easy-to-use products, provide clear instructional materials, and maintain an efficient supply chain for replacement components will be well-positioned to compete. SMEs like Dinner Lady Farm Ltd, who secured the contract, demonstrate the viability for small to medium enterprises to expand their offerings in public health initiatives through such procurement opportunities.
